1 May 2017 – Agreements ratified by the Board of Directors: what happens now? The 34 agreements reached within the CPA and in separate agencies include some commonalities, including fundamental economic increases and other monetary and non-monetary elements. This would help the employer meet its collective agreement obligation by relieging pressure on the compensation system and compensation advisors. It should be noted that the proposed language is currently included in the collective agreement of the PA group, represented by the PSAC. The employer proposes to repeat the same or equivalent improvements for members of the TC bargaining unit that would provide for a fair and reasonable collective agreement. The evidence presented in this submission does not indicate or support that the TC Group receives more than the model set out in the 34 agreements reached during this round of negotiations. The employer argues that the current provision that a worker files a claim for compensation in cash or leave and submits it to the employer for approval is appropriate and consistent with other collective agreements. This allows the employer to take into account the requirements of the company and the organization. According to the employer, there is no justification for the proposed amendment. For all agreements concluded so far, the overall overall increase over four years is 2.0% per year before calculating the compound interest effect. It takes into account the model economic increases of 2%, 2%, 1.5% and 1.5%, as well as the increases of 1% over the duration of the agreements. The Government remains committed to reaching collective agreements with all outstanding bargaining units for this round of bargaining, including those represented by the CASP.
In today`s grain industry, the flow of grain is unpredictable, but there are typically times when the grain doesn`t flow, which is a good time for lunch breaks. PI employees are normally assigned to an elevator in a team of two and have used their discretion in the past by taking a break during a slowing down of grain flow or voting with their counterpart to find out when they were mating. This is not in line with the provisions of the main agreement on working time (Article 25). The only working time variable at present and three-quarters is applied when an employee has to work more than 7.5 hours a day. The parties have different proposals as to the duration of the revised agreement. The employer is proposing a four-year term, while the PSAC is pushing for a three-year agreement.
